History of SST

Ohio’s House Bill 115, effective July 1, 2007, mandated that one system be developed to support state and school district efforts in improving school effectiveness and student achievement.  The intent was to coordinate, integrate and align school improvement support and “reduce the unnecessary duplication of programs and services and provide for a more streamlined and efficient delivery of educational services without reducing the availability of the services needed by school districts and schools.” 

To implement HB 115 the Ohio Department of Education (ODE) developed 16 regions across the state with each region responsible to support the school improvement efforts within that region.  Each region was to create a State Support Team (SST), which would be responsible to assist school districts in their region to coordinate, integrate and align the school improvement efforts within the following areas:

  • The academic performance of all students;
  • Compliance with Federal and state requirements for improving results of students with disabilities and students at risk of being identified as disabled;
  • Early learning and school readiness;
  • Literacy; and
  • Deployment of other state educational initiatives.

Summit County ESC was named fiscal agent of Region 8, which consists of Summit, Portage and Medina counties. The members of the State Support Team include the former Regional School Improvement Facilitators (RSIT) and the former MEO-SERRC staff.  Supplemental support for SST is also provided by each ESC.

SST Work Within the Districts

Twelve districts have been identified across Region 8 for a high level of coaching/support for school improvement efforts aligned with each district’s CCIP.  Meetings were held in each of the districts using a problem-solving approach to review data, determine needs and develop a plan for the SST members to provide professional development and technical assistance.  Each district’s plan is unique and can be found with the district’s CCIP as the Partnership Agreement.

The purpose of the SST work is to coach administrators and teacher leaders within the districts for effective implementation of the school improvement plan known as the Partnership Agreement (PA) as well as to build capacity for expanding the efforts over time.  Sustainability of the plan for future years will also be a component of the SST role.

SST will be involved with district activities in alignment with the PA. In addition to the PA, support for compliance in special education and early learning will continue for teachers and administrators within all districts.

The SST members look forward to developing a collaborative working relationship with each district’s leadership to provide greater opportunities for teachers and other staff to enhance the quality instruction and intervention currently existing for all students.

SST Region 8 is once again proud to sponsor the annual Gala Luncheon to honor those individuals who have achieved “outstanding” outcomes in education.

The recognition luncheon will be held on April 18, 2008 at the St. George Fellowship Center in Fairlawn
