Substitute Teaching
Last day to register for the January 26th Orientation is January 24, 2012.
The Summit County Educational Service Center maintains a Certified Substitute Teacher list for the districts in Summit County listed to the right. To place your name on the list, the following eight items are required:
- School Recruiter
The Summit County ESC’s General Substitute Application is now located in our application system, School Recruiter. To fill out the General Substitute Application, please follow these steps:
- Click on the job posting titled “Substitute Teacher” and click on the button that says “Apply for this Job”.
- If you have previously filled out an application in School Recruiter, then your basic information will be filled in automatically. You will only have to fill out the pages pertaining to substitute teaching.
- If you have not previously filled out an application in School Recruiter, then you will be required to create a new School Recruiter account and complete the entire application, including the pages pertaining to substitute teaching.
- IMPORTANT - PLEASE NOTE: Everyone needs to make sure that you upload copies of the following requirements to your School Recruiter application:
- Current (within the last 12 months) BCI (Ohio) and FBI background checks
- Teaching and/or Substitute license that is valid and unexpired for the school year that you are wanting to substitute in.
- College transcripts showing at least your bachelor’s degree and the date you graduated.
- Two letters of reference (5th bullet point below)
- All other documentation should be brought to the next Orientation for verification.
- Criminal Record Check
We require substitutes to present current copies of the BCI and FBI fingerprint checks that have been done within the past 12 months. If you have not been fingerprinted within the past 12 months, the Summit County ESC offers fingerprinting services using the WebCheck electronic fingerprinting system. The fee for both is $61.00 (payable by check, money order or exact cash) and is done by appointment only, by calling 330-945-5600. If you have current checks, but cannot obtain hard copies.
- Original set of college transcripts showing a Bachelor’s Degree conferred.
- A photocopy of a VALID State of Ohio teaching or substitute teaching license.

Non-education major applicants
You must hold a valid substitute teaching license in order to qualify as a substitute teacher. The requirement for any substitute teaching license is a completed Bachelor’s Degree. If you do not hold a valid Ohio teaching license or you are a graduate of an out-of-state college or university, please read and follow these guidelines:
- obtain official transcripts of your Bachelor’s Degree work prior to sending in your application for your license.
- Download a substitute teaching license application from the Ohio Department of Education website and read the instructions carefully. CLICK HERE to download an application.
- Send completed license application, official transcripts and appropriate processing fee (check or money order only) to:

Please remember that you must also have a valid (within the past one year) BCI and FBI fingerprint check on file with the Ohio Department of Education. Once your application has been reviewed and signed by the Summit County superintendent, it will be sent to the Ohio Department of Education for final approval and issuance. One copy of the issued license will be returned to you and one copy will be kept in your substitute file.

December Education major graduates
Most likely, you will not have your teaching license and transcripts prior to the January orientation. Therefore, it is the practice of the Summit County Educational Service Center to accept, in lieu of a teaching license, a “Letter of Completion” from your Ohio college or university. This Letter must contain verification that you have met all licensure requirements, including completion of your coursework, passing Praxis II, and that your application for a provisional teaching license has been sent to the Ohio Department of Education.
- One or two letters of reference (character references)
- I-9 Employment Eligibility Verification Form
To complete this requirement, you must come to the SCESC offices with this form and original, unexpired documents
as listed in the instructions. Photocopies will not be accepted. We will be accepting
this form and verify documents at the orientation.
Note: It is only necessary to print and complete Page 4.
- Declaration Regarding Material Assistance/Non-Assistance to a Terrorist Organization
Note: It is only necessary to print and complete Page 2 of this form.
Please read all instructions and review the list of terrorist organizations prior
to completing the form.
- Attend a mandatory substitute orientation
Note: Please check back periodically for new dates/times.
You are encouraged to gather all of the required documents and turn them in to our
offices as a complete file. You should begin gathering those items now so that you
can turn them in at the next orientation (TBA) and your file will be complete for inclusion
on the next substitute teacher list.
Applicants will not be placed on the Summit County Substitute Teacher List until
all required paperwork has been submitted and an orientation has been attended.
Ohio law does not permit the treasurer of a local/city/JVS/or ESC to pay a substitute
unless the above requirements have been met prior to your work. Payroll forms, available
from each district treasurer where you substitute, must also be completed prior
to reimbursement for your work as a substitute teacher.
Any changes or corrections in your contact information or availability status must be e-mailed to darcib@cybersummit.org as soon as you are aware of them.
Active substitutes will be contacted via E-mail and U.S. mail at the end of the
school year regarding their desire to remain active for the following school year.
